Driver is allegedly driving 96 mph but when he crosses the video screen is clearly driving at or below 55. Voice sounds normal. HGN is performed with strobes in his face. Driver can not hear instructions on walk and turn but does not step off line. Driver puts his foot down at 25 seconds on one legged stand. Driver is arrested. Sobriety is not a defense in a DUI stop.
